State of the Nation: RTE Section 12(1)(c)

March 2015

Section 12(1)(c) of the RTE mandates 25% reservation for children from economically and socially weaker sections in private unaided non-minority schools. Over the next eight years, this provision of the RTE can create opportunities for 16 million children from disadvantaged communities across the country.

The report aims to compile and analyse state rules and notifications, data trends, legal and financial issues, challenges and success stories from selected states on the implementation of Section 12(1)(c) of the Right to Education Act (RTE). This research is a collaborative effort of Central Square Foundation, Indian Institute of Management-Ahmedabad, Accountability Initiative and Vidhi Centre for Legal Policy.
