Research on improving performance management systems within the education sector.

The Opportunity

In the past few years, India has seen a tremendous increase in enrolment in the primary education sector. Government schemes like the Sarva Shiksha Abhiyan (SSA) and legislative efforts like the Right to Education (RTE) Act have increased spending on primary education. Unfortunately this increase in outlay has not resulted in a commensurate increase in student learning.

One of the key reasons for the underperformance of the school education system is a lack of focus on Performance Management of implementing agencies. Currently our education system does not have 5 to 10 year goals, broken down into annual goals. Also, there is little emphasis on success indicators and their relative weightage in the context of education management.

The Model

Bharti Institute of Public Policy- ISB and CSF are collaborating to improve Performance Management in education sector. We are working on an outcome focused quality index to benchmark education systems. We are also developing an education management toolkit which could be used by the state governments to set education goals and prioritise reform initiatives to achieve these goals.

Potential for Systemic Impact

The quality index can act as a useful mirror to the education system, highlighting best practices and areas for improvement.Similarly, the toolkit can help the state governments manage and implement critical education reform initiatives in a time bound manner.
