Enhancing leadership capacities of government school principals

The Opportunity

Research indicates that principals account for 25% of a school’s impact on student achievement. And yet, government school principals in India work with limited resources under challenging circumstances with high expectations from stakeholders.  Headmasters lack access to structured continuous professional development programmes customized for their role in the school, preventing them from increasing their ownership and motivation in the school and from reinforcing the connection with teachers, children, and the greater purpose of education

The Model

Creatnet Education (CE) is partnering with Delhi State Council of Educational Research and Training (SCERT) to administer a leadership programme for government school principals.  The programme aims to enhance leadership capacities of these principals within the state of Delhi thereby enhancing the learning environment and standards in schools. Approved by the Department of Education, the programme reaches all of the approximately 1,000 government school principals in the state of Delhi over a five year period. The first batch of 108 principals identified by SCERT and the Directorate of Education began in December 2014.

Potential for Systemic Impact

CE is a part of the State Resource Group (SRG) convened for school leadership by Delhi SCERT. These SRGs have been recommended by the National Centre for School Leadership (NCSL) — part of the National University of Educational Planning and Administration (NUEPA) — as the critical mass of experts, professionals and model institutions at every state-level to take the School Leadership Development Programme forward and ensure its sustainability.

All CE training sessions are run in collaboration with Delhi SCERT, whose senior and experienced faculty make up an integral part of the Core Facilitator Group for the leadership programme.  CE also conducted a pilot leadership programme in 2012-13 with ten principals in the South West Zone of Delhi , five of whom are part of the Core Facilitator Group.  These efforts are helping to build the capacity for school leadership development within the SCERT and the Department of Education.
