Position Summary

The opportunity is about working with the Madhya Pradesh Education Department on the Boston Consulting Group (BCG) -led System Transformation project in Bhopal, as a secondment from CSF.

BCG has entered into a 3-year contract with the State of MP to work on Systems Transformation project. CSF and BCG will co-hire upto 2 people on CSF payroll for secondment to BCG for the education reform process being carried out in Madhya Pradesh under the Niti Aayog project. CSF will directly pay these employee salaries and bear their travel cost to Delhi and internally within Madhya Pradesh that would be required for the project work.

The two CSF employees will be based out of the State Capital in Bhopal for the duration of the project (~2.5 years till April 2020). During the period of secondment, these employees will travel to Delhi once a month to spend ~2 days at CSF office to connect with CSF staff and to exchange learnings.

CSF and BCG will jointly recruit these two employees. The two CSF employees would work in the same capacity and in a similar role as that of other BCG consultants staffed on the project.

Key responsibilities include, but are not limited to:

The selected members of the Education System Transformation team would be based out Bhopal. They would work closely with the Education Department of the State – as their consultants, supporting them on designing and implementing the roadmap. Responsibilities include, but are not limited to:

  • Lead the planning and design of all activities required for the diagnostic, analyse the findings and design the roadmap in collaboration with Education Department.
  • Support the State Government and members of the Education Department to design, implement, monitor and track the initiatives planned under the roadmap.
  • Prepare strategic roadmaps and implementation plans with goals and milestones. Set-up project management processes and guidelines, and ensure that all activities are driving towards the defined goals.
  • Create internal alignment between different interventions
  • Coordinate with external stakeholders (NGOs, experts, other States). Facilitate conversations, setup and manage partnerships to leverage the best support for the State government

The team will work closely with the senior bureaucrats at the State level and members of the Education Department. 

Required Qualifications, Skills and Abilities:

All the candidates must have the following skills:

  • Strong analytical and problem solving skills
  • Keenness and experience of working with the government
  • Excellent project management skills: ability to manage projects & delivery schedules
  • Ability to handle large scale programs, and handle multiple stakeholders
  • Prior exposure to education sector, public sector, development sector, or consulting is desirable.
  • Prior exposure to education sector, public sector, development sector, or consulting is desirable.
  • High level of spoken and written fluency in English and Hindi.
Position Qualification
Senior Programme Manager (State Team Lead)
  • 6 + years of work experience, preferably at a corporate/ consultancy
  • Experience in managing complex projects with multiple stakeholders
  • Experience in hiring, training and motivating people
  • Advanced degree in public policy/ administration/ management from a reputed institute
Programme Manager
  • 3 – 6 years of work experience, preferably at a corporate/ consultancy

Compensation : Remuneration will be competitive with Indian philanthropy pay scales and will depend upon the candidate’s experience levels and the value he/she will be able to add to the team.
